I am going to have my files in SharePoint. What is your Event Trigger? I will assume it is on the file. You will probably have a "When a file is modified", so you will have all the Dynamic Content you need.
Step 1) Get file content using the File Identifier.
Step 2) Send an Email - "File name with extension" as Subject, "File name with Extension" as Attachments Name, and "File Content" as the attachment content.
That's it... if I'm understanding correctly.

But since your post is in Desktop Flows and if you are looking for something on it then check below.
Pass the pdf attachment path in this action and then get its FileName.
Then use %FileName% variable in the Subject of the email action.
@Rhiassuring, I used DeepL translator which did show Theme but I wouldn't have understood that it meant "Subject" unless I read your post. So thanks for that.
