EDIT: apparently it seems to be user-specific issue. With another user account I can fill the To field normally.
When using Send an email notification (V3) action in my flow (which is part of a solution, in case it has its importance) I cannot set an email address in the To field, instead it tries to perform a sort of search/lookup but does not resolve anything.
Do you notice the same behavior? How can I set the To value manually?

I am trying the same at my side but it isn't happening; can you trying removing and re-adding the step again
Re-creating the action leads to the same behavior.
But it seems it has to do with the fact that my flow is in a solution.
Could you try the same from a flow which is in a solution to confirm please? (if by chance you have a CDS environment)
I tried creating it from a solution and it is not showing the same as yours.
