Sending a Teams message on the last working day of...

Hi,

I'm trying to set up a flow in which it'll send a Teams message to a channel on the last working day of each month automatically.

Additionally, I would like to send a teams message on the closest working day to the middle of the month.

Can anyone point me in the right direction?
