Sending content of csv file by email address

Hi!

I would like to create a flow which is sending the content of a csv file to those email addresses which are contained by one of the csv file's columns.

For example I have this table (in csv format) which are exported from Power BI.

Unfortunately sending reports to email address from Power BI directly is only available by Power BI Premium license.

This csv file contains two columns: email address and number of points (which is in descending order).

Everyday I upload a csv file like this to a specific Sharepoint folder. So I suppose that I firstly need this trigger to check if there is a new file:

If a new file is created (required csv format) this flow should send az automatic email message to those email addresses which can be found in this csv file (containing it's own value from the column "number of points").

Maybe it can filter the top 3 rows by number of points, that would be the most sophisticated way.

Could you help me in this specific flow?
