Is there any way that one column in a SharePoint list can trigger to send an email to the specific email address listed in another 'email' column?
For example, in the screenshot provided, if the column '<90 days?' turns to 'Yes' from 'No', can I send an e-mail ONLY to the specific email address in the 'Email' column?

Yes, you could send an email only to the specific email address in the Email column.
The flow could be triggered by a Button, you could change to other triggers according to your needs.
Then get items from the list. Next to the action, add a Condition to check if the Yes/No column is True or False. If yes, send an email, if no, do nothing.
In the Send an email action, select the dynamic content Manager email for the To field. In your case, you could select Email email from the dynamic content of the Get items action.
