My workflow is failing with this error:
The execution of template action 'Apply_to_each_2' failed: the result of the evaluation of 'foreach' expression '@triggerOutputs()?['body/Requester']' is of type 'Object'. The result must be a valid array.

From the error message, the problem is in Apply to each and not in Conditions.
Please try to set the two person fields of Requester and CC Requesters to allow multiple selections. Then reconfigure Flow.

Please ensure that you have set the person field to allow multiple selections.
Then you could create a new flow, when you configure Send email action, do not add Apply to each first but directly add person email in the field. If the field allows multiple selections, Apply to each will be added automatically.
In addition, you can add a Compose in the previous step of Send email action to output the field value of Requester to view its output.
