I want to add a Status Reason to monitor the Case resolution.
My goal is to add a status Reason call Rejected.
It seem we cannot add a new status in Status Reason .
What is the best way to proceed ?

I am not sure you are looking this to add via Flow?
Do you have D365 Dynamics? If so create a solution and add Status Reason field from Case entity. Here you can add your custom reason.
I can see that the screenshot you shared has the particular attribute as a managed item and therefore you cannot make any changes to that. To make customisations it should be unmanaged or else, you can check with your system admins and usually there is a dev environment where these changes are done in unamanged solutions and that is exported as managed and then imported to prod.
Can you check the above recommendations?
