When testing a flow that starts with a Data Driven alert, it seems that you cannot actually test it more than once an hour. This is likely due to the setting, Maximum notification frequency.
Even if you Republish the particular Power BI report on which the Dashboard alert is based, it won't trigger more than once an hour unless you delete the alert and recreate it.
Is there a way around this? Some kind of debug setting somewhere that will trigger an alert whenever the underlying data changes regardless of when it was last triggered?

Doh!!!!
Start the flow with a, "Manually Trigger a Flow" step.
But, beware, when adding a step to a flow that you create using this step, the Choose an Operation dialog defaults to Actions and not Triggers. So when you start looking to add the When a Data Driven Alert" step, you don't find it.
Frustrating and silly. When you type in a value in the search box, it should return all actions and triggers with that text in it.
