Trigger Conditions - Flow is running in a continuous loop

Hello, I'm hoping someone can help me before i go crazy. 

 

I have a flow which provisions a site and adds/removes members accordingly. 

 

The problem i am having is with the trigger conditions on the When item is created or modified. As it stands i need the flow to kick of when the site provisioning status is equal to not started and if  the provisioning status is Active and the last time it was modified was more than 15 seconds ago. However is just runs in a continuous loop. 

 

 

@or(equals(triggerBody()?['Status']?['Value'],'Not Started'), and(greater(string(triggerBody()?['Modified']),addSeconds(utcnow(),-15),equals(triggerBody()?['Status']?['Value'],'Active'))))

 

 

I've tried changing the greater to less, tried amending the addseconds function with no real luck.  

 

Help!

What's the status of the record you getting continuous loop? Make sure there are no constant updates to any other fields which triggers the modified on field updates.

What's the status of the record you getting continuous loop? Make sure there are no constant updates to any other fields which triggers the modified on field updates.
