Trigger error: The underlying RSS server forbids incoming requests.

When I try to use a Sharepoint site page rss feed in a flow, the trigger gives this error. Rss is enabled for the list, and in the source site collection settings. I've seen a few other questions about this but none provide a solution. 

The rss  format is: https://xxx.sharepoint.com/sites/matt-test/_layouts/15/listfeed.aspx?List=guid_xxxxx

Is it a communication site (all users have read-only access) or a team site (only the team has access)? I'm asking because the user that is making the connection may not have permission to access SharePoint's site and therefore cannot access the RSS feed.

Communications site -I'm making the connection and have access. The source site is blocking the Flow request, but I can open the feed url in the browser so it makes no sense.

No - my guess is this is a bug that prevents the flow from being able to authenticate itself. No word from Msft ....
