We have a mail list that is pretty dynamic depending on coverage. I would like to be able to upload to a list via access of several emails and locations and then have the emails update to the respective Names in the people lookup column. Is this something that can be done?

Could you please share more details about the mail list that you mentioned? Is it a uploaded doc document from several emails and locations?
Do you want to insert the mail list to a sharepoint list as you provided? And the people column of the sharepoint list is a lookup type column?
I afraid that there is no way to achieve your needs in Microsoft Flow currently.
Firstly, updating a lookup type column is not supported in microsoft flow currently.
Secondly, if the mail list that you mentioned is a doc document,and you would like to extract information inside the doc document and insert the information inthe sharepoint list, it's also not supported in microsoft flow currently.

I too would like this feature added to Microsoft Flow. because the users are saying the multi-picker can't be updated by pasting in from the clipboard. which is true. we need a flow to update the multi-picker for the user, just like the original poster has requested. This would save my users many hundreds of hours, so it is a very real requirement of microsoft flow. Did someone request it as a feature yet?
I thought of another idea, remove the lookup columns all together, and not use it, since it can't be updated via flow. just parse the textbox each time you need to apply some action to the list item instead. Ugly I know, because what if you want to add another item in the middle, and what if you want to look up the display name from the lookup table before setting the value i.e. persons name plus email address, you wouldn't be able to. I think as great as these tools are in 2018, we always still have to make concessions when it comes to the users requirements, which never goes down well, and sometimes to the point of not using Sharepoint at all.
