I know that the "Create Page in a Section" OneNote action retreives SharePoint hosted docs, and it seems to work fine. However it seems to only retreive OneNote documents owned by the user connected (on the step). Is it possible to retreive all OneNote documents on SharePoint to which i have acess to?

As you said, flow could only retreive OneNote documents owned by the user connected (on the step) currently. It's not possible to retreive all OneNote documents on SharePoint to which user have access to.
If you would like the function to retreive all OneNote documents on SharePoint to which user have access to to be supported in microsoft flow, you could submit an idea to flow idea forum:
https://powerusers.microsoft.com/t5/Flow-Ideas/idb-p/FlowIdeas
