Update Sharepoint empty rows with unique ID

Hello All, I am new to Flow, but I have I think simple task to solve, which I don't know how.

 

Let's say I have 100 tickets to a concert. Each ticket has unique number from 1 to 100.

 

I would like my colleagues to apply for free Ticket via FORMS. Then it needs to go for approval of my boss. 

 

Once it is approved, I want form responses to be put or assigned under any unique ticket. So afterwards an e-mail can be send to applicant that he was granted with ticket

@Jcook Technically the list with tickets will be uploaded, or Excel file. 

Basically I want system to update Item or Row with any ID (number of ticket) if next cells in row are empty.

 

Would you like a visual of my idea?
