Updating Created By field on a Document library not working

I have a flow connecting a Microsoft Form to a library for business cases documents.  Every time a form is submitted, the flow runs and creates a new business case document in the library with my name displayed in "Created By" field.  This is because the created file is getting content from an existing file template created by myself.  What I need is the "Created By" field to be updated with the Form Submitter's name instead of my name. This would allow me to enable Item-Level Permissions on the library and every Form Submitter would only be able to see their own business case document.

I am following instructions using REST API outlined in this article, and modified it for a document library however the flow runs successfully without the the "Created by" field changing.  I even hard coded usernames, however my name still displays.  I am not sure what I am doing wrong, any help would be appreciated. Thank you.
