A customer wants to have their agents upload Excel files to a Document library in SharePoint. When a file is uploaded, the contents of the file should be parsed, and for each line in the file a new row is inserted into a SharePoint list to be looked at and processed. Each file represents a unique "event", and the customer wants to keep these files/events separate in the Document library.
Any suggestions?

Sorry but I don't quite get what you want. About "for each line in the file a new row is inserted into a SharePoint list to be looked at and processed", did you mean that you want all the rows in the newly uploaded file to be inserted to SP list as items? If so, I'm afraid that this cannot be achieved in flow. As the file uploaded in SharePoint library will be considered as a whole file and you cannot parse it. The Excel-Get rows action is not available with SharePoint library connector.
If you really need this, please consider to post this idea in the Flow Ideas forum, so it might be considered for future releases.

Thank you for the reply. You understood correctly. I think I will put that in as a new Flow idea, but I think I have a bit of a complicated (but not completely unreasonable) workaround to make this happen. I'll try and test out my workaround and post it here if it works.

GetRows works fine in OneDrive4Business. As a workaround, you can copy the Excel file from Sharepoint to OD4B.
I am using this trick in one of my flows.
