break role inheritance when user submits powerapp

Hi, All.

I am building a flow using the Send an HTTP request to SharePoint to break inheritance on items.  I have built this before but have not when an item is submitted through a canvas powerapp.  While using my Test User, I am getting a ubiquitous 500 internal server error but he 401 status means unauthorized.  Everyone in the company can submit a form launched by a button on the top page, but once they submit a form, permissions need to be removed then add the created by and an admin group.  Only the creator and the admins can see items.  I do NOT want the Employees group to have owner or edit permissions to run this flow.  Any assistance would be appreciated.
