how to read xlsx file from onedrive

Hi,
I need  to  access the data of an xlsx file stored in One Drive.
However, this file is dynamic and may be replaced or deleted.
So I used 'List files in folder' card to check whether this file exists , and 'Get File Content' card to get the file content.
Now I stuck on decoding the data from the content to JSON format.
How to build the decoding operation in a flow.

Unfortunately the excel connector has some

limitations with dynamic file names.
