http request to get all users have permission on a document library item?

We have unique permission for each item in document library. A requirement is to remove some users' access after 30 days.

Is it possible to use http request to get all the users have permissions then loop through each one, remove some based on condition?

Don't see a api call can do this -- 

Another way is remove all permissions, then grant some users permissions. But worry if flow fails after remove all permissions, no one will be able to access the items.
