Hello. here is my scenario:
when ever somthing happens (not realy important) a new list is created - this does not seem to be supported action so i used a custome connector and crated the new list with the help of an azure function.
now i would like to attach a flow to that new list that was just created by code - is there some sort of api for this?
In general the best thing to do is create a post in the Idea section.

I agree with @Pieter_Veenstra's thought almost, I afraid that there is no way to achieve your needs in Microsoft Flow currently.
Currently, we could attach a flow to a SharePoint list via creating a flow from Flow Launch Panel of SharePoint list or adding the "For a selected item" trigger as the trigger of your flow. More detail about Flow Launch Panel of SharePoint list (or library) and the "For a selected item" trigger, please check the following article:

not axacly. yes the list was created by code. but the flow needs also to be created by code.
lets say that the list was created manualy - would that give me some API to create the Flow?
