I am not sure whether you need an admin privilege to do this or not? Try with an admin account and see whether it works or not.

As @abm mentioned, it would be permission issue. The connection permissions can be managed by the following PowerShell:

You can only turn off one flow at a time. The first option you are seeing is the environment. If you have multiple environments then you need to select which environment (organisation) flow you want to turn off. Generally when you select the dropdown box you can see the options displayed under it.

Unfortunately you can't turn off multiple flows at once.
To authenticate again click the three dots and select add a new connection.
