Test Virtual Agent

I have just setup a team specifically for testing virtual agent then added the app to the Team. I have then designed a test agent and checked that the logic works correctly. In testing for me I can see this is all ok. I then published the agent. When I try and share the agent to my test users (in the same team) using the Share button or click the Open Chat Bot link the following error occurs.

Can someone point me at the setting that needs modification ? I would like to not do this on a global level if possible.

Note: The same happens if I click the link. Same error

Do you know if your company locks to install external apps?

Because normally this issue is related to Teams policy (Admin.teams.microsoft.com).

It was previously but I have just been assigned a policy that should change that as long as a user policy will override the global one.
