Do you want to connect to Google Cloud SQL from PowerApps app?

Currently, the Google Cloud SQL Connector is not supported within PowerApps, I afraid that there is no direct way to achieve your needs.

As an alternative solution, I think the custom connector could achieve your needs. You could consider create a custom connector based on Google Cloud SQL REST API within your PowerApps, then use the custom connector to access your Cloud SQL Database.
