I want to create 2 edit forms one for regular users and one for users who manage the requests and assign the new item to a person to work on it.

I’ve made a similar test ad follows:
I assume that you use SharePoint list to store users’ information, and different types of users’ information is stored in different lists.
Create two edit forms.
Set the form1’s Visible: If(User().Email in 'regular users'.Title,true,false)
Set the form2’s Visible: If(User().Email in 'manage users'.Title,true,false)
Set SharePointIntegration’s OnNew: NewForm(SharePointForm1);NewForm(SharePointForm2)
The configuration of OnEdit/OnView/OnSave/Oncancel Is similar to it.
