I have a PDF document saved in a SP library. On PowerApps I am able to use the download function but it opens as a new page. Is there a way the PDF document could be downloaded to the user's computer instead of showing it online.

Do you want to use download function to download the PDF in your sp library?
You can try the following workaround,I test as next:

Add one buuton, and Button1.OnSelect:Download(Gallery2.Selected.'Link to item')

@v-yuxima-msft Are you using the link from the item in Sharepoint? For some reason mine is not dowloading as you showed, instead, it is opening in a new webpage tab.

I upload the PDF into library to test from my other folders in my PC.
Do you mean when you click the download button, there is message shows as next screenshot and it open automatically?

I have my file saved also as a PDF in the library, but when I set up the button it opens the pdf in a new tab of he webpage and from there I can download it. It does not give me the option to download it as you show in your image 😞
Any idea why its happening?
