Form in PowerApps

Currently I am working on a project - developing a Form in PowerApps, using SharePoint List as a Data Source. As per the requirement, one of the columns (called “Waiving Coverage for” – with a DatacardValue12)  has multi-value choice: Spouse/domestic partner, Myself, and Dependents in respective order . The requirement is that if users select “Dependents” with or without other choice (i.e. Spouse/domestic partner, myself), the other column named “List of dependents” should be visible and required. To meet this requirement, I wrote the following formulas on the “Visible” and “Required” properties of the “List of dependents” column:

Visible: If(Datacard12.Selected.Value = “Dependents”, true, false)

Required: If(Datacard12.Selected.Value = “Dependents”, true, false)

The issue is that when I start selecting from “Dependents” and then select one of the other choices, the “List of dependents” column disappears and users cannot fill it. I saw the order of selecting choices matters. If I select “Myself” and then “Dependents” it works - the “List of dependents” become visible and required. I have tried fix this issue, but I could not. I really need help to move the project forward. Thank you in advance for your help!
