Does anyone know if there is a GCC version of the Android and iOS apps available. The current Powerapps app available on Google Play does not connect to GCC environments.
I believe its due to GCC using a different set of urls to load Powerapps as listed here

If you want to install a GCC version of PowerApps in your Android device or iOS device, I afraid that there is no way to achieve your needs in PowerApps currently.
Currently, within PowerApps, GCC version of PowerApps is not supported in PowerApps. If you would like this feature to be added in your PowerApps, please submit an idea to PowerApps Ideas Forum:

There is a GCC mode available for PowerApps for Android and iOS. I havent been able to find the documentation anywhere, but the process to access it is quite simple.
1. Sign out of PowerApps for Android/iOS
2. Select the "gear" icon on the bottom right of the screen
3. Select "Enable GCC Mode"
4. Sign in with you Gov account
