I've completed a PowerApps application that writes to and updates a SharePoint list. I need to be able to re-assign to another developer in my department for ongoing maintenance and development. Is there an easy way to do this?

Export the app, delete and import with the new user.
Or a bit easier, give the user Co-ownership access, let him open the app and use the "Save as..." function from file to save as a new app.
