Could you please share a bit more about your scenario?

Do you want to attach an existing PDF files to a SP List or SP Library?

 

If you just want to attached an existing PDF files to a SP List, I think the Attachments control could achieve your needs. More details about the Attachments control functionality in PowerApps, please check the following blog:

https://powerapps.microsoft.com/en-us/blog/add-attachments-to-sharepoint-lists/

 

If you want to attached an existing PDF files to a SP Library folder from your app, I afraid that there is no way to achieve your needs in PowerApps currently.

As an alternative solution, I think Microsoft Flow could achieve your needs. Please check my response within the following thread:

Note: Please also make sure the PDF files you want to upload could be opened properly in your local PC (the uploaded file could not be corrupt).
