I want to create an app for our company users however some of our users only have Essentials. Will our Essentials users be able to access our Power Apps?

Yes, PowerApps is included in O365 Business Essentials.
There are some caveats you need to be aware of. If you use ANY of the following in a PowerApp, ALL users of said app will require a PowerApps Plan 1 license:

If your user want to access PowerApps, they should have the related liscense, and then if you want to share Apps with them, you can add them to your Group.
