Good morning, am I the only one having this problem?
I am located in Central Europe and cannot do anything with apps.

I have found the problem:
I was assigned a K1 Office 365 license, this type doesn't allow App's creation.
It is a bummer that this situation is shown as a "service availability problem" and not a licensing issue.

I have made a test on my side, and don't have the issue that you mentioned.
Based on the issue that you mentioned, it seems to tell that there is something issue with PowerApps Studio for web server.
Please consider clear cache of your browser, then sign in PowerApps again, check if the issue is solved.
