How many data cards are there in your form?
Per my test, when we use forms, if the form is full of the screen, the scrollbar doesn’t appear until we have at least 8 data cards on the form.
If there are only 7 data cards on the form, the scrollbar doesn’t appear, likes below:
When use the Scrollable screen, we can insert any controls under Insert tab, including a form.
Please try to add more data cards on the form to see if you would get the scrollbar.

I couldn't insert Gallery or Forms component to the Scroallable screen.
Is it possible to do that?

Just keep one DataCard at the bottom of the page. It will work!
