Can I only give authorization to users to add SharePoint list but not delete or edit the information? Thanks.

Data operations permission is mostly configured at the data source side, which here should be SharePoint site. Only have the user with create new item should be able to configure under SharePoint.
In PowerApps, there is no proper way to restrict user permissions regarding Data Operation.
We could somehow hide the Edit or delete action based on the information of the user logon.
For example, change the Disabled or Visible property of the Edit Button or the Delete Button to false if the user Mail not within the allowed list.
Formula should be:
Which means if the user is not listed in the Email List, the Button would be invisible or disabled.
