develop model driven app for regular office 365 users?

Need a clarification - If am a developer with P2 license to make some model driven app, can the office 365 end users be able to connect and use my model driven app? 

 

Or end users need P1 license at the minimum....?

For any model driven app the user will need a P2 license to run the app.  Canvas apps that use the CDS can be run using a P1 license, but all model driven apps require P2 licenses to create or consume. Scroll down on this page to the P1/P2 license comparison and you will see that P2 is requried to Run model-driven apps.
