Access to Power Apps

User gets the following error when trying to access Power Apps:  See attachment

Issue has been resolved.  The User cleared cache and re-booted computer.

A message like this usually refers to an internet connectivity issue or network issue (in essence, an issue inside the organization).  What steps have you taken to problem solve on that front?
