Do you mean that you can not load flow in PowerApps studio?
I've made a similar test but in my PowerApps studio, I could load flow successfully.
My PowerApps version is :3.19111.33
Could you tell me your PowerApps' version?
Actually, this may be related to your browser or network.
Please try to clean your browser's cache, update it to the latest version.
Make sure that you are in a good condition of network and try again.
