Recently, the ticket submission system via admin.powerplatform.microsoft.com seems to have dropped all Severity options except minimal.
I checked this at the time of writing, 2019-06-14, 00:13 CEST.

I've made a similar test and found that:
1)PowerApps/Flow issues can only choose Minimal Severity, but others have other choices
2)I think that might be determined by product, not apparently categorising PowerApps/Flow issues.
3)If you are a Microsoft partner or delegated admin, you should ask foe help in Partner Center.
If you encounter problems with a Microsoft service or with Partner Center, you can escalate to Microsoft for help, and track the issue until it's resolved.
