This is a problem that just started over the last few days.
I have about 100 users on an app that I have to update frequently. When I published an update a couple of days ago, a handful of users (apparently 3-4) experienced an error where they tried to load the app and they got the Microsoft PowerApps opening spinner, then the (Chrome on Windows 10) browser tab kept attempting refresh, about once a second; the effect for the user appeared to be the browser spinning, then flashing, over and over again. This problem would immediately resolve when the browser cache was emptied and the user was forced to re-enter Microsoft login credentials.
The day it first occurred I had modified app OnStart functions, so I assumed that an overcrowded OnStart something to do with the issue. I undid those changes and thought all was fine.
However, this morning I pushed out another small update that had no app OnStart changes and the problem recurred for at least two users.
I'm glad it's easy to fix by dumping cache, but I'd like to avoid that necessity for our users. Has anyone else experienced this, and any ideas of a fix?

This sounds like a browser issue not a Power Apps issue - it sounds like certain users' browsers are caching the page instead of loading it correctly, which would result in that kind of situation. Have you advised your users to try another browser like Edge if Chrome does not work? Does your company's IT policy control Chrome settings regarding caching pages? I would also suggest informing your users about how to change the settings for caching pages if it cannot be controlled by policy.
