It is difficult to refresh an app after an update.
I save the app and then on the app list on the devices I hit refresh (the circle) and it appears to work but the app does not refresh.
Eventually it will refresh but after quite some time and quite a number of tries. This differe between users. Somtimes take over a day to refresh.
This happens a lot on all devices. I can't figure out why?

Have you published the newer version of the App?
Once the changes has been saved for the App, we should click the publish this version, so that the end users will receive the changes made with that App.
