Are "Model-Diven Power Apps" equal to "Dyanmcis 365" without the Microsoft Applciations like Customer Service, Sales, Marketing, Talent,etc.?

I am trying to know when to use "Model-Diven Power Apps" and when to use "Dyanmcis 365".

As we known, Model-driven PowerApps are configured using the Dynamics 365 framework, but they are different.
For instance, Dynamics 365 Customer Engagement offers customers, partners, independent software vendors (ISVs), and systems integrators (SIs), a powerful platform for building line-of-business applications. These applications are often referred to as Extended Dynamics 365 applications (xRM) applications because they leverage the relationship tracking capabilities beyond the typical customer relationship management (CRM) scenarios.
However, Model-driven app is a component-focused approach to app development. Model-driven app design doesn’t require code and the apps you make can be simple or very complex.
