We wanted to store and process data using PowerApps and MS Flow. The data stored in Azure SQL database. The question here is, to connect with Azure SQL database do I need to get P2 license?
Also I wanted to have 4 environment for four countries, To create multiple environment do I need P2 license>

What license do you currently have? If you have an Office365 license, you can connect to Azure SQL databases without needing a P2 license.
Although the documentation specifies that you need a P2 to create/manage environments, I've always been able to create multiple environments in a tennent with a Office365.

Therefore, I recommend visiting the Environments Admin page and testing to see if you can create new environments (you can always delete them afterwards) before purchasing a P2 license.

We have E3 license. Please clarify below query.
If we create a new environment with P2 license, does user need P1 license for using the new environment or are they still be able to use using Office 365 E3 license?
