Beginner looking for advice - is Flow the right tool - collaborating on approvals

I'm brand new, and don't have access to BI. Hoping to find a solution to the following scenario, somewhat out of the box with exisitng 365 plus tools. Can someone please weigh in with high level advice? Is Flow the right tool for this? 

 

Objective: We want Sales, Product Management, and Client Relations to weigh in on any new sales opportuniy before we submit a request for proposal. Then, when we submit the proposal, we want to survey the participants to see how it went.

 

1) Sales triggers the event with an email (Should we have them send it to a SharePoint list?).

 

2) Prompt to answer 5 Questions: The event in #1 should cause a prompt (via email? link to SharePoint,? SharePoint survey?) to three people (identified by Sales person) to answer five yes or no questions simultaneously.

 

3) Responses logged 

A) If all answers are "yes" - triggers a request for proposal - go to 4

B) if at least one answer is "no" - triggers request for a mangager's approval.  If approval gained, triggers request for proposal - go to 4

 

4) Proposal is created, a job id is assigned (we use an unconnected Siebol CRM application).

 

5) Proposal submitted. Upon completion of proposal, the proposal writer sends a survey with the job id included. Survey goes to the same above users plus the Proposal writer him/herself

 

6) Data logged for analysis. Results of responses to initial questionnaire, survey and job id are availalbe in a database.

 

I'd appreciate any high level advice you can offer. We're hoping to get MS Forms next month, do I need that in place for part one?

1) There is no such trigger for "SharePoint - When a new email arrives for a list". You could search all the available triggers from the list:

In you situation, I think maybe you could use "Office365 Outlook - When a new email arrives".

 

2) You could use either SharePoint list to store the answers or emails. For sharepoint list, use the action "SharePoint - Create a new item". For email, just "send an email" action. But each user will need this flow.

 

3) I think this step cannot be achieved so far in flow. Since there are 3 users. If only one, this could be achieved with the condition feature.

Thanks for your response.

We have a hundred salespeople. They don't know how to use flow, and I need something they can respond to like an email. Sounds like this is the wrong tool.
