Best place to store Pictures they display in powerapps

What is the best storage location to store thousands of corporate users pictures to display in a gallery in powerapps? The picture count is totaling 10, 000. All the users have 0365 accounts.

At that scale I'm going to go for azure blob. I think your going to need a Sql table with all the metadata like who can do what and the image uri in blob.
