If there is a gallery in a Data Card control in a Canvas App and it is 13861 pixels y the canvas (That is where I noticed it), when that control refreshes with new data it causes that postion of the scroll bar to go up to about 7000 y. If you turn the Improved App Rendering off it works as intended.
Could you please share a screenshot about the issue within your app?
Do you add a Gallery control within a Data card control?
Galleries inside data forms have never been supported -- - if you try to insert one gallery inside a form (via the Insert menu), then it will not be added inside the form, but outside of it instead. The fact that you can copy a gallery from outside the form and paste it inside is a bug that may be fixed in the future.

The "Improved App Rendering (final validation)" option is used to render your app more efficient.
Please take a try to add a Gallery control outside the data forms, then try it again to check if the issue still exists.
If the issue does not exist, I think this issue is not related to the "Improved App Rendering (final validation)" capability.
"Its a feature not a bug". Okay so let me ask you this then. What is the best way about implementing a one to many relationship using a data form?
I'm working on the same issue as well! I do prefer the way you framed it: "One-to-Many relationship using a Data Form". I was calling it "Repeating-entry Form Fields".
