In terms of what I've been reading, this is not possible and I just want to be sure it's not a possibility. A real pity - severely limits the scope of my app.

Try to share a file with the user. If it works then its enabled. If its not you'll need to talk to your tenant administrators. I should verify that you are talking about OneDrive for Business in Office 365 not the consumer version. In general its always turned on in the consumer version.
@Pstork1 yes thank - Office 365 Business. I created a Guest User in my Active Directory, which worked as when I shared the PowerApp, the autocomplete brought up the guest email address. The guest can also open the Excel files through OneDrive directly. But accessing the PowerApp gives error messages about not being able to find the resource and metadata.
I have also copied the tables to a new file, and reconnected that new file as the source. And redeployed the app under a different name. Same issue persists. Other people in my Organization can access, but not the Guest I added to the Active Directory.
Can you provide a screenshot of the error message?
The error message is:
Failed to load SignIn. The specified record was not found. Server response: SignIn failed: Failed to read metadata from file source. Is the Excel File called SignIn or the table inside the file?
