Can PowerApps react based on backend events?

We are considering of making a tasker app. Some system or another powerapp instance would send a trigger - a new task to the user. Is it possible for user's powerapp to receive this trigger and based on that automatically refresh user's view. Could the user be notified on trigger?

One example:

A new task is created for user X. User X's phone vibrates or plays sound.

If user X is using an app and new task is created, a notification appears, or a popup in a corner...

Power Apps cannot wait for a response from the outside world.
To achieve this, for example, you can wait for some process in Power Automate, and then launch the flow when the triggering action is executed.

However, it would probably be better to update the user's view directly in Power Automate.

Then, by calling Power Automate desktop in the flow, it is possible to execute the URL of Power Apps.

In other words: are PowerApps passive applications, or they can be Active too?
