I created an app with Powerapps. I need to change ownership of the app to another poweruser. I don't see an option where I can give someone else ownership. Is it possible to give another user ownership of an app? If so, what are options we have to change owernship of an app?
You can make other users as contributors which would allow them to edit the app, however currently we do not expose the ability to change the ownership in the UI
If that is something that you require, you can open a Support ticket with our team and we can help change ownership,
You could consider to share the app to users, specify the user with Contributor permission level then shared users can run the app, customize it, and share the customized version further to other users.

Hello! I believe I require this action, where do I go to open a support ticket? I am currently a student and will soon graduate but do not want my app to stop working due to my account no longer being active. Would that happen if I had contributors? or would the app no longer exist?
You can go here to open a support ticket: https://powerapps.microsoft.com/support/pro/. Search for your topic and click "Continue to support ticket."
The app will not be deleted once your account is no longer active, however you will lose access to it. If you share you app to other contributors they will be able to continue working on it.
So if the owner of the app leaves the organisation, other members with the "edit" rights will be able to edit and publish it further.
Are there any drawbacks to having the "owner" of an app leave the organisation? Any risks involved or loss of control?
No the app will continue to exist and all users who have access to the app (either as a user or contributor) will retain access.
The only action that a contributor cannot do (that an owner can) is to delete the app.
