Hi, I don't know much about the premium licenses, but I am considering a case when my organization would buy, let's say, 20 premium licenses. There are situations sometimes where we would have a new user; is there any chance to have detection if that person has premium assigned? And if not, then I would like to Notify("You need a premium license to use this. Please ask the administrator to assign you a premium version...)

You will not be able to do what you are considering.
Once you design a PowerApp with premium license needs, it will either work (if the user has a premium) or not (if they don't). So, your app would never even get to any notify action before the PowerApp player would have prompted them to start a trial, or deny them access if the trial has expired.
