Choices within lookup and using filter not working as expected. It should be returning more values but only returning one

I'm trying to populaete a drop down filter and just not having any luck.  I wrote this code and the parts seem to work when viewing the debugger but it only returns one value when it shold return two based on the test data Im using.  Here's the code in the itmes section of the drop down control:

LookUp(
     Choices('List-DimMembers'.'Data Source'),
          Value in Filter(
               'List-Data Sources',

                      Project.Value = First(vDefaultProject.Title).Title
           ).Title
)

Here is what the choices section returns:

Here's what the filter returns:

From this my expectation is that my drop down would populate with "Ireland" and "Ross" but it only returns "Ireland" can someone tell me what I'm doing wrong?  And thanks for any help or insight you can give

The LookUp function finds the first record in a table that satisfies a formula. Use LookUp to find a single record that matches one or more criteria.

Use Filter instead:

Filter(
Choices('List-DimMembers'.'Data Source'),
Value in Filter(
'List-Data Sources',

Project.Value = First(vDefaultProject.Title).Title
).Title
)
