Not sure how a collection in this case is bringing anything valuable to you.

A collection is a table in memory.  In your case, you are not providing a record, but instead a single value.  As such PowerApps will assign it to a record with a Value column.  So, your syntax would not work.

It should be: Text(First(test8_synctime).Value, "mm/dd/yyyy hhmmss")

But again, storing a single value in a collection is not of much value as the collection is a table.

Doing this:

Set(test8_synctime, Now())  would give you a variable with the time in it.

Then using Text(test8_synctime, "mm/dd/yyyy hhmmss") would work fine.

I hope this is helpful for you.
