Combine Date Value to Time Value

Hello,

 

I am trying to see the time value of the second Sunday of March to 2:00 AM.

 

Here is the formula I have so far,
DateTimeValue(Text( Date(Year(Now()), 3, 1+7*2) - Weekday(Date(Year(Now()), 3, 8-1)) + Time(2,0,0) ))

 

For some reason, the time keeps populatting to 3:00 AM. 

 

Does anyone know what I am doing wrong? Any help is appreciated.

This has got to be something to do with timezone on your PC - below is what I get
